Bucharest, 8 August 2025 – The Financial Supervisory Authority (ASF) and the National Bank of Moldova (NBM) have today signed a cooperation agreement establishing a bilateral framework for the exchange of information and technical assistance in the field of licensing/authorization, regulation, and supervision of insurance companies, with the aim of protecting consumer rights and interests.
The agreement was signed by Mr. Alexandru Petrescu, the ASF President, and Ms. Anca Dragu, Governor of the NBM, and marks an important step in strengthening relations between the two institutions, in the context of a dynamic and interconnected regional financial environment.
"Since taking office, I have paid close attention to developing relations with the National Bank of Moldova by launching or accelerating joint initiatives. We intend to remain a focal point for support to the NBM in the context of Moldova's EU accession objective. We have maintained a constructive dialogue on the interconnection of our capital markets and have been actively involved in the Twinning project, providing assistance in the process of modernizing insurance market legislation. We have also recently signed a cooperation protocol in the field of financial education, as a basis for expanding our collaboration on professional training for specialists and increasing financial inclusion in the Republic of Moldova. This new cooperation protocol in the field of insurance marks a natural step in deepening relations between our institutions and reflects our shared commitment to developing a sound and transparent financial framework in line with international best practices," said Mr. Alexandru Petrescu, the ASF President.
The cooperation protocol aims to promote the integrity, stability, and efficient functioning of the financial sector, in particular the insurance market in both jurisdictions, and will open up new opportunities for cooperation in the context of aligning the legislative and supervisory framework of the Republic of Moldova with European Union norms and standards.
The two authorities also express their intention to cooperate in the exchange of experience and the implementation of professional training activities, with the aim of contributing to the strengthening and development of the regulatory and supervisory framework in the field of insurance.
ASF reaffirms its support for the process of harmonizing Moldova's legislative framework with European standards in the field of financial regulation and supervision and expresses its willingness to continue the exchange of best practices and technical assistance in the spirit of sustainable and effective cooperation between the two institutions. This partnership is not just a formal step, but a strategic direction for long-term cooperation in support of the sustainable development of the insurance sector in the region.
